IT Engineer Looking for Work in Osaka

I have a friend who recently moved to Kansai from Tokyo and is looking for work as an IT engineer. If anyone has any possible leads, can you please let me know (reply to this message)?

I have been an IT support engineer in Tokyo for the past 10 years,
and I have recently moved to Kansai and I am looking for a job
in Osaka or Kyoto.
Please let me know any lead you hear of, especially in foreign
companies in Osaka.

My expertise is for support of small to mid-size offices
and factories (50 to 400 PCs), and I was IT manager for the past 5 years.
I have a Masters degree in Computer Science, I have years of experience in Windows client and servers systems,
networking, security and UNIX.
I also have some experience with Macs.

My Japanese level is 2-kyu and above for speaking.
I have great reference letters from previous co-workers.

The American Chamber of Commerce in Osaka said business there
is all about personal networking, so any contact you could
provide in companies is precious and would be greatly appreciated.
